This programme will review the long debate about whether governmental management really can act as an agent of development; this came to a crux during the 1990s with the assertion of the view that the role of the public sector should be reduced; more recently, there has been increasing recognition that government and public administration play a critical role in development although their role is changing; it has become more complex, as public sector bodies are increasingly required to work in collaboration with a wide variety of private sector, voluntary and community agencies, where they increasingly fulfil new enabling and regulatory roles; this change, which is summed up in the switch in emphasis from government to governance, is a central concern of this programme; students on this programme participate in an overseas study visit.
